GAF hit with antitrust lawsuit over alleged price-fixing scheme 

A New Jersey roofing contractor is accusing the manufacturer of anti-competitive pricing practices and improper use of contractor certification systems

A New Jersey roofing contractor has filed an antitrust lawsuit against GAF, according to a Monday news release. 

What’s happening: In a 118-page complaint, Heritage Builders alleges that the manufacturer has “used its market position and contractor certification programs,” including its Master Elite designation, in a manner that has “influenced contractor pricing practices and competitive positioning within the roofing marketplace,” the news release states.

Zoom in: According to the complaint, GAF representatives in 2025 purportedly monitored Heritage’s roofing estimates and compared its pricing against other contractors — including one instance where a Heritage proposal was roughly 42 percent cheaper than a competitor — while fielding complaints from competing Master Elite contractors, one of whom stated they “can’t get away” from Heritage

  • After levying “extortionary threats” against Heritage for refusing to “artificially inflate” its prices — an effort the complaint alleges was designed to “eliminate installer competition, limit supply, increase profit margins, and appease the complaints of other GAF-Certified installers who cooperate with GAF’s price-fixing scheme” — GAF ultimately revoked its Master Elite certification, according to the complaint. 

Zoom out: The filing also takes aim at GAF’s broader pricing conduct, stating that the manufacturer “has issued the most, and most consistently paced, price increases within the Roofing Industry since 2019; more than relative market competitors over that period.”

  • It outlines 14 publicly announced price increases between April 2019 and April 2025, “amounting to a compounded increase” of 127.9 percent.
  • By comparison, a roofing-specific producer price index (PPI) — a measure of wholesale prices — rose by 57.3 percent over the same period, it says, “leaving over 70 percent of increases otherwise unattributable to any cost condition.”
  • “The above would suggest that GAF is exploiting stress-windows in the marketplace and using the cover of inflation panic and supply-chain strains as opportunities for Markup-Expansion,” it adds. 

Yes, but: “We strongly disagree with the allegations made and intend to vigorously defend ourselves,” a GAF spokesperson told Homepros via email. 

  • When reached for comment, a legal representative for Heritage pointed Homepros to the complaint, which has been published on a dedicated website that also includes additional background on the case. 

Looking ahead: Heritage is seeking two permanent injunctions — one invalidating GAF’s revocation of its Master Elite certification, and another “preventing GAF from continuing its deceptive practices” — as well as compensatory, treble, and punitive damages. 

  • The company has requested a trial by jury.
