See where contractor associations are directing campaign funds ahead of the midterms

With the midterm elections less than two months away, Homepros looked at which candidates contractor associations ACCA and PHCC are backing in this cycle.

What’s happening: Public Federal Election Commission (FEC) filings reveal that the associations’ Political Action Committees (PACs) — which pool member money to back campaigns — are largely supporting Republican candidates ahead of November. 

• Representatives for ACCA and PHCC, in conversations with Homepros, indicated that contributions are based on a variety of factors, including candidate access, voting records, professional background, and industry knowledge.
• The association PACs’ top federal priorities center on workforce development and energy choice. 

By the numbers: ACCA PAC has contributed $24,500 to political campaigns or other PACs in this election cycle, and PHCC PAC has contributed $29,000, according to the most recent filings, which run through June 30. (The maximum allowed contribution is $5,000 per candidate per calendar year.)

• PACs run by distributor and manufacturer groups HARDI and AHRI have not made contributions in this cycle. 

Yes, but: Both ACCA and PHCC have made additional contributions since June 30, which will be filed by the end of the third quarter. An ACCA spokesperson this week told Homepros that its contribution figure this cycle is now up to $35,500.

• The spokesperson added that it has contributed to West Virginia Sen. Shelley Moore Capito, Florida Sen. Rick Scott, and the Blue Dog PAC, which supports a coalition of 10 moderate and fiscally conservative Democrats.

The big picture: Republicans enter the election hoping to defend majorities in both the Senate and the House. The outcome will determine whether President Donald Trump retains full legislative backing or faces a divided government capable of blocking his executive agenda in the final two years of his term.

What they’re saying: “Sometimes these contributions serve multiple purposes,” said Sean Robertson, VP of Advocacy at ACCA, adding that some contributions are granted to be “opportunistic.”

• “This isn’t a policy, but at least this cycle, every one of ACCA PAC’s disbursements has been associated with an event where we have an opportunity to engage with the candidate and sometimes with others.”

Go deeper: Mark Valentini, director of legislative affairs at PHCC, noted that it’s less about access to candidates or party lines and more about supporting officials who align with the association’s legislative priorities.

• “Our contributions lean a little bit Republican, not because we’re a Republican organization, but it’s because more Republicans tend to be supportive of our issues, particularly on the energy side,” he said.
• “These are very nuanced issues that are not very politically charged. The fact that you have members of Congress that are able to wrap their minds around something so complex, those are members of Congress that you want to support,” he added.

Of note: Contributions to PACs like ACCA’s and PHCC’s come solely from individual, authorized members of the associations. Corporate contributions are prohibited under federal law.

• A representative for HARDI, whose PAC is typically active in campaign contributions but has not reported contributions as of July 2026, declined to comment for this story. 
• AHRI PAC has not made campaign contributions since at least 2013.
